Open to all Konoha Shinobi... July 2nd.
[Any and everyone who happens to be a Konoha Shinobi will wake up on this morning, after a month of running here and there and overall dealing with a mess of politicians, foreign shinobi, and spectators, to one very irate message that Obito has managed some sealwork on so that it cannot be ignored.
Namely, the scrolls of all shinobi who happen to be Konoha stock is going to be glowing alternately bright yellow, then angry red in a repeating pattern that lights up any dark areas it's in. Of course, once the seal for the message is opened inside the scrolls it will stop, but until then it's going to be rather obnoxious. It's silent, of course, just in case anyone happens to be in a position where sudden noise would endanger them. Obviously those people would have the scroll in a case that makes it not visible in the first place so he feels no guilt in this... approach.
No one who is not Konoha will be able to open this missive.]

I regret to inform you that though the exams went off beautifully, and I do praise you all for not killing, maiming, or otherwise inciting a war upon those who were obnoxious in this last month, some unfortunate things came to my attention.
My Shinobi are keeping secrets from me, and I am deeply troubled that I need to inform you all that this is not acceptable. There have been several instances of incomplete reports that have been missing vital information, at least one of which was a lack of mention in regards to meeting a foreign village leader on what was meant to be routine patrols. Another situation was in dealings to do a trade convoy to the north, when there was no mention anywhere in this particular report that shinobi has been sighted in transit with these people, in a mix that previously was thought to be among hostile nations. Other incidents of this nature have come to my attention as well, and it can no longer be permitted.
The next instances of withholding information will be met with far less of a gentle reception, and any further transgressions will be handled with prejudice. All shinobi who are withholding information that in any way might be pertinent to village security have the next week to write out reports and submit them to me with total forgiveness for having withheld it previously. After that, unless a shinobi was out of the village on assignment for the entire span of the timeframe, there will be penalties, then punishments, for the delay, depending on timeframe.
I apologize for having to be harsh on you all, but please understand that this is for the safety of both shinobi and civilian villagers, and I cannot do my job if you do not let me.

Her pulse quickens further as she reads, suddenly feeling sick to her stomach. She hasn't been called personally, but this could apply to her to. It's terrifying, to think that she's been found out before she could make peace. She loves her village, truly, but making peace with her cousin is important too...
Does she reply? Does she ask? She doesn't know, but unless she asks... How does she play this?
It's with great nervousness that she writes to Obito, unable to stomp out the fear of what would happen next and only grateful that none of her true feelings could show through the paper - at least, not obviously. ]

I have recently stricken up a rapport with a foreign jounin, but because of various circumstances that was made public news almost at its beginning, and my instructor gave me tentative permission to continue. Even with my limited clearance, I have been doing my utmost to uphold the standards of secrecy for inter-village communications.
If you demand it, I can turn over the missives I have received for scrutiny, though they are purely personal in nature thus far.

Some of the shinobi are leaving out information from their reports?! Good luck getting all the details that have been left out. Jeez, what's up with all the misinformation going on lately anyway? I've heard rumors over the last few months of some villages losing shinobi over misinformation.
I guess I'm just worried that it's a pattern lately. Though I'm proud of you for how you're handling this so far. [Even if her methods would be slightly different.] How are you holding up? Did you tell the elders about this before sending this message out? If you didn't and they get your letter too, they'll be sure to chomp down on your ass for not saying something sooner like little yappy dogs. If you need help with anything, you know Minato and I are here for you, even if we may not be in the village. Or if you just need an ear.

I had to give them a chance. It's the first time I've gone after and edict like this and I want to make sure that people know they can talk to me without worrying about being punished... But there are too many people doing this now not to address it. Nearly a half dozen counts among those I've caught at it, one of which I found out from the mentioned village leader himself. You can see how this is troubling.

It's very, very unlikely that the 'meeting with a village leader' didn't refer to her. It would be handy if it did refer to someone else, both because she'd feel less bad about it, and also because it meant that her fears were not realized over the Chuunin Exams.
But it was so unlikely that there was no risking the mentioned punishment to avoid it. Which was probably why the letter was so vague. It was better to take the opportunity of the offered pardon now rather than have it revealed later, regardless. It did prevent blackmail material, after all.
That didn't stop her screaming in frustration at some point after reading it, but at least she was still in her room.
...And even if part of being shinobi was about facing fears, it was still an hour or so

If concern does exist to the clarity of the content of a previous report, exactly what format and detail would you prefer to receive updated information in? A partial report is something I'm unfamiliar with.

- in-depth details of every perpetrator, dead as well as alive, accounting for every tattoo and scar that was visible at the time of encounter;
- attached notes from the psychology department on the well-being of the entire team
- his own assessment of his team's psychological progress since then, with a touch of concern with regards to Ami, and a line or two about himself that claimed he was doing just fine (but was obvious that it meant anything but)
- a copy of additional notes taken during his 'interview' in the presence of a medical examiner as well as a psychologist detailing 'why' he'd resorted to killing the enemy instead of merely incapacitating them. (Although... it only states that he did what he did in self defense. He's certain Obito would be able to figure it out, especially when Shisui attaches his own detailed report of what he'd done before he'd finished them off--)
- as mentioned above, a report - with illustrations pertaining to the location of each inflicted injury - of what he'd done prior to execution. There is hardly any remorse in the way the descriptions are written; at least that seems to have changed about him

Everyone was impressed with your forcefulness until the apology, and also very troubled that people are withholding information. Evidently these things never happened in the "good old days". I thought the meeting would wind down more quickly if I didn't remind them back then we were at war.
I know I haven't been very forthcoming about personal matters in the past, but please do not hesitate to ask for any assistance you need, be it personal or as the Hokage.

Are you honestly surprised? They've been trying to pin you to home long enough to get you trained to lead for a while now. And unfortunately for you Sasuke is leaving on an extended mission concerning trade in a couple days so you'll have to wait until he's back otherwise I'll have clan elders at my door. As for misinformation... I don't actually believe that you know. People don't always trust people, war just meant people were killed off before anyone realized that they were holding out.
Morbid, I know. And... thank you Itachi, I know you have the village first in your heart. If there's anything you can do I'll let you know.
