What's done is done, and he's already just finished up a detailed (amended) report of the previous one. This time it included everything, without glossing over any detail:
- in-depth details of every perpetrator, dead as well as alive, accounting for every tattoo and scar that was visible at the time of encounter; - attached notes from the psychology department on the well-being of the entire team - his own assessment of his team's psychological progress since then, with a touch of concern with regards to Ami, and a line or two about himself that claimed he was doing just fine (but was obvious that it meant anything but) - a copy of additional notes taken during his 'interview' in the presence of a medical examiner as well as a psychologist detailing 'why' he'd resorted to killing the enemy instead of merely incapacitating them. (Although... it only states that he did what he did in self defense. He's certain Obito would be able to figure it out, especially when Shisui attaches his own detailed report of what he'd done before he'd finished them off--) - as mentioned above, a report - with illustrations pertaining to the location of each inflicted injury - of what he'd done prior to execution. There is hardly any remorse in the way the descriptions are written; at least that seems to have changed about him
