Propaganda Flier #1 - circulation begins June 7
[The following fliers are found tacked on the walls and in public places outside of the major five villages and in popular locations nearby and throughout their countries. Some have been left in stacks in alleyways. None have any fingerprints or chakra signatures. They are not scroll-communication paper: just standard parchment, easily and cheaply available in any printshops.
Any responses to this post can be a character's reaction to finding one of the fliers and/or logs of what happens when they do, but since this isn't a scroll, writing on the paper cannot and will not get a reply.]

The FIVE “Great” Shinobi Villages
The only ones to benefit from the Alliance have been the Five Great Shinobi Villages.
They knew of this when engineering their Alliance and know it still.
And what do they care for others, for the other villages that just over a half-century ago were their enemies? NOTHING.
Their goal was only profit for themselves, not peace.
The Five Villages possess the power and prestige to profit in this peace they control. They believe themselves untouchable. They dare to have the hubris to believe they have means to control trade, muscle out competition, and stamp out insurrection.
Perhaps Once they did.
Now--They Do Not.
They knew of this when engineering their Alliance and know it still.
And what do they care for others, for the other villages that just over a half-century ago were their enemies? NOTHING.
Their goal was only profit for themselves, not peace.
The Five Villages possess the power and prestige to profit in this peace they control. They believe themselves untouchable. They dare to have the hubris to believe they have means to control trade, muscle out competition, and stamp out insurrection.

To think that the Leadership of these villages has our best concerns in mind is Ludicrous and a Disastrous Mode of Thought. Profits are theirs alone. Shinobi villages never shared and do not share today.
Under the guise of goodwill, they have enabled the travel seals, but to whose advantage does travel benefit? Only the Shinobi guarding the seals, the Villages profiting from the trade and taxation and clientele--consistently the shinobi of Konoha, Suna, Kiri, Iwa, and Kumo.
They were once the Daimyo's dogs, but now the Five Shinobi Villages answer to no one. They skim off the top and leave the smaller villages to compete for the dregs.
No More.
They must answer to Us.

The Kages and their Shinobi Armies have grown weakened by their peace, politicking economy instead of engaging in hard battle. Their Kages are more interested in Matrimony and Trade Negotiations and Affairs-of-the-State than enriching and enforcing their armies.
The structure is weak, transparent and thin as rice paper. Defectors walk among them. Security is broken and distrust in the Kages is rampant. See: Suna, Kiri. Look at the loudest of them all, self-righteous Konoha.
Now is the time.
We will bring the battle to them, to their doorstep. They have forgotten what it means to fight for their living.
